Notice of Preparation: Partially Recirculated Environmental Impact Report

California Department of Parks and Recreation is the lead agency in preparing a Partially Recirculated Environmental Impact Report (EIR) for the Carnegie SVRA General Plan Update. The 2024 Carnegie SVRA EIR and General Plan Update were rescinded after a court found the EIR did not evaluate a reasonable range of alternatives under CEQA. This Notice informs agencies and the public that staff is preparing a Recirculated EIR to analyze alternatives to reduce air quality impacts. This scoping period is for comments only on alternatives that could reduce significant air quality impacts in the General Plan Update.

SCOPING PERIOD: Comments accepted until 5:00 PM, October 19, 2026. Reference “Carnegie SVRA General Plan Update” and submit to planning@parks.ca.gov, or C/O Katie Metraux, OHMVR Division, California State Parks, P.O. Box 942896, Sacramento, CA 94296-0001.

SCOPING MEETING: A virtual scoping meeting to discuss additional alternatives will be held on September 30, 2026, at 5:30 PM, via Microsoft Teams. The meeting link will be posted on the project website at https://www.parks.ca.gov/?page_id=30807 on September 20, 2026, 10 days before the meeting. California State Parks Concession Opportunity – The California Department of Parks and Recreation is accepting proposals for a 10-year concession contract for the operation of the historic-style specialty retail at Old Town San Diego State Historic Park (OTSDSHP). Proposals are due by 2:00 PM on October 14, 2026, at the Department of Parks and Recreation, 715 P Street, 13th Floor, Sacramento, CA 95814. A pre-proposal meeting and tour will be held on September 2, 2026, at 1:00 PM at the Colorado House, Old Town San Diego State Historic Park, 2733 San Diego Ave. San Diego, CA 92110. California State Parks Concession Opportunity – June 15, 2026 - RFP Opening Advertisement for Folsom Lake State Recreation Area

The California Department of Parks and Recreation is accepting proposals for a 10-year concession contract for the operation of food service and beach equipment rentals at Folsom Lake State Recreation Area (SRA). Proposals are due by 2:00 P.M. on September 16, 2026, at the Department of Parks and Recreation, 715 P Street, 13th Floor, Sacramento, CA 95814.
A mandatory Facility Tour will be held at the Beals Point Concession Facility, Folsom Lake SRA on July 14th, 2026, at 10:30 A.M., immediately followed by a mandatory pre-proposal meeting at the Granite Bay Activity Center. Enter through the State Park kiosk at 8000 Douglas Blvd, Granite Bay, 95746. Directions to the Activity Center will be provided by kiosk staff. Proposals are due by 2:00 P.M. on September 15, 2026 at the Department of Parks and Recreation, 715 P Street, 13th Floor, Sacramento, CA 95814. A required tour and pre-proposal meeting will be held on May 18th, 2026 at 4:00 P.M. at the Presidio of Sonoma (Sonoma Barracks), 36 East Spain St., Sonoma CA 95476.
