Notice of Preparation: Partially Recirculated Environmental Impact Report
California Department of Parks and Recreation is the lead agency in preparing a Partially Recirculated Environmental Impact Report (EIR) for the Carnegie SVRA General Plan Update. The 2024 Carnegie SVRA EIR and General Plan Update were rescinded after a court found the EIR did not evaluate a reasonable range of alternatives under CEQA. This Notice informs agencies and the public that staff is preparing a Recirculated EIR to analyze alternatives to reduce air quality impacts. This scoping period is for comments only on alternatives that could reduce significant air quality impacts in the General Plan Update.
SCOPING PERIOD: Comments accepted until 5:00 PM, October 19, 2026. Reference “Carnegie SVRA General Plan Update” and submit to planning@parks.ca.gov, or C/O Katie Metraux, OHMVR Division, California State Parks, P.O. Box 942896, Sacramento, CA 94296-0001.
SCOPING MEETING: A virtual scoping meeting to discuss additional alternatives will be held on September 30, 2026, at 5:30 PM, via Microsoft Teams. The meeting link will be posted on the project website at https://www.parks.ca.gov/?page_id=30807 on September 20, 2026, 10 days before the meeting.
