Torrey Pines State Natural Reserve - Construction Project

Phase I: November 2025 through February 2026 - Complete

Phase II: Fall 2026 - February 2027 - Construction resumes

Torrey Pines State Natural Reserve will have limited access fall and winter 2026 and 2027 due to a planned construction project. This work is part of a multi-phase construction project to improve visitor access, safety, and facilities within the Reserve. We look forward to completing this project and are excited to bring these improvements to the park and its visitors.

What Improvements are being made?


Phase I (Complete)

Invisible Progress: Most of the work occured underground. We completed massive utility upgrades necessary for modern, sustainable facilites.

Meticulous Monitoring: Because Torrey Pines is a State Natural Reserve, meticulous monitoring was required for this controlled excavation.

The old restroom facility was also demolished.

Phase II - planned for Fall 2026 - Spring 2027 

A new restroom facility that meets visitor needs and current accessibility standards will be constructed. Utility improvements will be completed. Accessibility upgrades, including new accessible parking stalls and pedestrian path of travel from the parking lot to the restroom and the Lodge will be completed. The road from the south gate to the west parking lot will be replaced at the end of Phase II.

Why is this project being completed in phases?


Nesting Seasons: Construction schedules are strictly dictated by the California gnatcatcher nesting season. We pause work to ensure these special-status birds are not disturbed during their most vulnerable times.

Preservation Standards: As a Natural Reserve, this land receives the highest level of state protection. Phasing allows us to monitor the impact on coastal sage scrub and rare Torrey pines, ensuring that providing visitor accessibility never comes at the cost of habitat health.

Why are portable restrooms still being used? 


Much of the work that was done in this first phase of active construction included building the infrasturcture to support modern restroom facilities for over 3 million annual visitors to the Reserve. 

 

What areas will be closed?


The park road, upper parking lots, and trails within the Reserve will be closed to vehicles and pedestrains during construction.

What areas will stay open?


The South Beach and North Beach parking lots, as well as Torrey Pines State Beach, will remain open to the public.

Is there more construction planned?


Yes. Phase II of the project is scheduled to begin in August or September 2026 and is anticipated to be completed before March 1, 2027.

 

What if I have a parking pass?


All passes issued by California State Parks remain valid and can be used throughout the State Parks system. In North County, this includes Torrey Pines State Beach, Cardiff State Beach, San Elijo State Beach, South Carlsbad State Beach, and Carlsbad State Beach. Can I receive a refund if I have already purchased a pass?


No, California State Parks does not issue refunds when a park is closed. We understand that limited access can be frustrating, however, the closure is necessary to complete these upgrades and to continue protecting one of the most unique reserves in California. All passes remain valid and may be used at other locations, except for Torrey Pines State Natural Reserve during the construction period.
